Since the overthrow of the military government in March 1991, all matters relating to defense have rested solely with the country's elected president as commander in chief of the armed forces. National security decisions, however, are executed under the authority of the prime minister. Two ministries cover the security area: the Defense Ministry (Ministere des Forces Armes et des Anciens Combattants) and the Ministry of Territorial Administration and Security.
