Market Overview. Despite being the target of U.S. and European sanctions since the mid-1990s and the subject of a U.N. arms embargo implemented in 2005, Sudan has continued to acquire an array of military hardware, including artillery, combat aircraft, infantry fighting vehicles, and even attack helicopters. Russia, Belarus, and Ukraine (the perennial suppliers of military hardware to blacklisted regimes), as well as China and Iran, have been the sources of Sudan's recent acquisitions. Despite objections from the international community, these nations continue to equip Sudan with hardware that has been implicated in attacks on civilians in Darfur. That Sudan has continued to receive arms despite U.S., European, and U.N. sanctions against it speaks to the value of the Sudanese market and its energy-driven wealth.
