At a time when european economies are drowning in debt and finding it difficult to shake off the recession, along comes the EU to declare that tourism is a human right and that governments should subsidize vacations for those who can't afford nice trips. Antonio Tajani, the EU commissioner for Enterprise & Industry, recently declared: "Traveling for tourism today is a right. The way we spend our holidays is a formidable indicator of our quality of life."
