Lesson learnt or identified?

Little emphasis is given to the use of exercises to test and evaluate organisational learning and the nontechnical skills (NTS) that people in command positions will require to provide a richer preparation for crises and emergency response. Emergency Preparedness (2005:69)1 states that the purpose of exercises is to test procedures not people. Although the author agrees with this generalist statement this article will highlight that people within command positions and their NTS are vital to the success of the exercise, incident, command decision-making, test of plan etc.
