Thanking the minister, the chair said it was a pity he had been unable to stay for questions, especially given his comments on transparency and accountability. His messages (please see 'Ministerial address', FRM Nov 2016, pp 18-19) prompted a raft of questions from the chair. Why was privatisation being ruled out? Was it being shunted down the road 'as the government has enough other battles'or through cowardice? Will we see what calculations this decision was based on? In the interest of public safety, all options should be considered and, if any are ruled out, we need to know the reasons.
