THE FAIR treatment of suspects during criminal investigations was the paramount consideration which prompted the implementation of the Police and Criminal Evidence Act 1984 (PACE).This legislation dealt with all aspects of the investigation process, and in particular in relation to the interviewing of suspects. Following interview, if a suspect was not charged or summoned to court, they were usually placed on 'police bail', which allowed the suspect to be released while the police carried on investigating the offences they were suspected of having committed. Once those investigations were complete, the suspect was compelled to return to the police station under the terms of the police bail for further interview, charge or summons.
