When seeking a solution to a fire safety problem it is too easy to V follow a narrow approach and concentrate on individual items. Slavish adherence to one or two of the standard guidance documents perpetuates this approach. To produce realistic and sensible solutions one must see the whole picture and understand the history, "those who cannot remember the past are condemned to repeat it" (George Santayana) [4]. The starting point for fire safety provisions in a project like this must be the restoration of the original package, where justified. Where this cannot take place then we should consider compensatory measures. When significant changes have taken place we should upgrade.
