So Greenpeace has trained its sights on flags of convenience - a bizarre turn of events that nonetheless should have the FOCs worried - seriously worried. The logic is dubious, but the saver of whales has somehow linked FOCs with a widespread view that shipping's regulatory system is both archaic and opaque (page 13). But whether Greenpeace is correct or not in its assumptions is irrelevant. Greenpeace understands how Europe works, it understands how lobbying works, it understands the importance of image - and shipping does not.
