Many would say that the hard part of delivering aid starts at the discharge port. Lack of infrastructure, caused by war, earthquake or flood, as experienced last year in Mozambique, means that bridges often have to be built both metaphorically and physically. No means of distribution is ruled out, says David Kaatrud, chief of the Logistics Service. "We use air, barges, trucks, helicopters and even camels and elephants," he elaborates, adding that the possibility of using airships is even being studied.
