Colonial bulkers often bore their own work gangs. In the age of handling break-bulk cargoes, ports were often affected by shortages of what are now called stevedores. In what are now known as less developed countries, there might be no labour at all, and certainly there were few who had experience of driving winches, stowing cargo once loaded or handling awkward items being discharged.
