Alan Cubbin, Gibraltar's Maritime Administrator, moved on from director of quality and standards at the UK's Maritime & Coastguard Agency to chairman of Paris MOU's Port State Control committee. From there, he joined Willem de Ruiter at EMSA in Brussels and Lisbon, and finally took the position in Gibraltar in 2007.rnCubbin knows the Rock registry well. In 1992 he was given responsibility for the overall policy of the Red Ensign Group, which included Gibraltar, and chaired the Red Ensign Group conference in Gibraltar in 1999. It is, he says, a strange coincidence that the conference is to be held in Gibraltar in May - and he has been asked to chair part of it.
