The Inventory of Hazardous Materials (IHM) was issued in 2009 by the IMO to pinpoint life-and environment-threatening hazards aboard vessels, but "many shipowners just see guidelines asking them to spend a lot of money on something they don't really understand", Phil Rozier, director with IHM provider Lucion Marine, told Fairplay. Yet, reflecting on two years of experience of IHMs, he argued that asset value is one of the main incentives. The inventories aim to ensure safe and clean ships during use and at the time of breaking and recycling, but their cost, which can range upwards from several thousand dollars, often discourages uptake.
