The Czech EU Presidency presented a mixed review of the first round of international climate change negotiations to the EU's environment ministers, meeting for an informal Council session, on 14 and 15 April in Prague. Although it opened under very good auspices with the arrival of an American delegation credited with the hest intentions, the Bonn meeting (29 March to 8 April) ended with the finding that none of the industrialised countries - including the EU and its member states - would go further in their proposals until Washington had tabled a detailed proposal. So the talks are making no headway, which forces the delegates to hold two additional negotiation sessions, in August in Bonn and in November in Spain, in addition to those already planned in June (Bonn) and end September (Bangkok).
