Apart from Luxembourg and Lithuania, the member states subscribe to thernprinciple defended by Commissioner Viviane Reding (justice, fundamental rights and citizenship) of total but targeted harmonisation of consumers' rights. Under this approach, which would give member states a margin of manoeuvre (the scope of which still sparks debate), not all consumer rights would be harmonised at EU level. At the second policy debate on this subject, held at the Competitiveness Council on 25 May, the delegations welcomed the commissioner's efforts to work out a practical solution that respects the states' different requirements.
