One of the more controversial ideas that may still make it into the final version of the European Commission's revamped energy efficiency plan is a Europe-wide energy savings obligation for utilities. This would supposedly create value for energy savings through market mechanisms and signals and provide incentives for investment. The aim is to drive large-scale deployment of energy efficiency solutions.
