The Committee on the Environment (ENVI) of the European Parliament approved obligatory savings targets in its opinion on the Energy Efficiency Directive COM(2011)370, on 20 December 2011. The committee would introduce mandatory national goals for member states, which "ensure the achievement of the Union's target of 20% primary energy savings by 2020". The opinion simplifies the wording of the original draft when it calls for buildings owned, occupied, newly leased or newly rented by public bodies to have an energy profile leading to 2.5% less consumption every year.
