Building the EU's capacity to switch to a 'greener' economy was the objective proposed by the Swedish EU Presidency at the informal meeting of energy and environment ministers in Are (Sweden), from 23 to 25 July. Enhancing energy efficiency will be one of the essential levers for reaching this goal, which is why the energy ministers, who opened this dual informal Council on 23 July, focused their first debate on the future action plan on energy efficiency. The European Commission will propose the plan "during the latter half of 2010," according to Energy Commissioner Andris Piebalgs.
