Baysat-Krisis (the German abbreviation for "Bavarian satellite-based Crisis Information System") was a R&D demonstration project co-funded by the Bavarian Ministry of Economic Affairs, Infrastructure, Transport and Technology. It integrated satellite navigation (GNSS), satellite communication and earth observation (GMES technologies) into a crisis information system. The background of the project is the fact that the rapid and effective deployment of security and rescue forces in areas of operation, where communication infrastructure is either not available, or destroyed, or overloaded is an essential precondition for successfully dealing with various crisis situations. Especially the use of position data, up-to-date and historical geographical data and broadband connection for various purposes are required by different end-users. By linking cutting edge technologies of the three satellite service domains into a turnkey-system (tailored to the needs the relevant user communities) the future work of security and rescue forces can be effectively supported. This has been demonstrated by the BAYSAT-KRISIS project. To demonstrate the benefits of such an integrated turn-key system a very challenging application has been selected: The SEEWA (Rapid Deployment Unit Water Supply), which is a special unit of the German civil protection organization (THW) aims to build up drinking water treatment plants after natural disasters like the Haiti earthquake in January 2010. After alerting the SEEWA team members have to meet at the airport in Frankfurt within 6 hours and fly into the crisis region. Within this short time-frame between alerting and arrival in the remote area of operations it is not possible to collect geographical data of the area of operation in an appropriate scale. The BAYSAT-KRISIS was developed to establish a broadband communication link from the highly mobile users in remote areas, which can be used to send earth observation data to these users in the field and send data from the area of operations (e.g. geo-referenced photographs) to the rescue center in Germany.
