European legislation lacks a coherent approach. As a result the EU ETS is sending the wrong signals when it is penalising the expansion of district heating market share. The same is for the Commission's proposal of the Buildings-Directive. The authors show that legislative initiatives on the European level can put Germany's targets of doubling the share of electricity from cogeneration and supporting the development of DHC at risk.rnThe energy policy priorities of Germany are outlined in the Meseberger resolutions, named after Castle Meseberg, where the German government held the conference leading to said resolutions in August of 2007.
