The Ukrainian crisis has given rise to increasing concerns about EU energy security, especially in terms of gas supply. At the request of the European Council, the European Commission analysed the situation and published a European Energy Security Strategy in May 2014, focusing on increasing energy production in the EU and diversifying external supplies. In this context, the European Parliament is currently preparing an own-initiative report on energy security. The first draft of the report already acknowledges the contribution to energy independence played by local authorities of European cities in increasing energy efficiency through cogeneration and modernisation of district heating systems.
