Municipal Utilities and Metropolis - the Case of Vienna

Heading from Munich, the metropolitan area of which was dealt with in EuroHeat&Power III/2017, roughly five degrees longitude eastward, one arrives in Vienna. The two cities have the same latitude, they are located in the vicinity of the Alps, and the amount of solar radiation hitting the surface is comparable, too, but a natural difference can be noted, which directly relates to energy issues: Vienna's climate is milder and favors the cultivation of wine, a phenomenon that does not occur frequently in metropolitan areas.
