'A party for a different kind of democracy'

This edition of the International Architecture Biennale Rotterdam (IABR) is more than a collection of exhibitions and debates. Making City is actually part of it. On three Test Sites, there are the joint ventures of town and country planners, firms, scientists, developers and local administration, all collaborating on urban development projects. Test Site Rotterdam is formed by Central District, an area in the centre of Rotterdam between Central Station, Weena and Pompenburg. Two of IABR's local curators, Elma van Boxtel and Kristian Koreman of the architectural firm ZUS, are, among other things, looking for ways to liven up the area and kickstart the economy there.
