Global warming policy in Japan and Britain: interactions between institutions and issue characteristics

The drivers of and constraints on effective policy action in response to global climate change have been sources of great debate and speculation, driven at the international level by both pre- and post-Kyoto negotiations. Must we look to the development and diffusion of technologies to address this risk? Can a rational cost - benefit analysis provide us with the insights that are required to make the case for change? Or are the vagaries of institutions and politics the source of variance in climate change policy among nations?
