70 days of net import protection. The SPR is stored in underground salt caverns along the Gulf Coast of Louisiana and Texas. In addition to direct purchase, DOE is moving forward with three other SPR acquisition and/or fill activities to keep the SPR full and comply with congressional instructions in the 2005 Energy Policy Act. DOE will make the purchases with the approximately $600 million it received in 2005 for the emergency sale of crude oil following Hurricanes Katrina and Rita. The Department says it is seeking offers for crude oil deliveries in February, March, and April 2009. Petroleum will be acquired by direct purchase; refiner repayments of SPR emergency oil releases following Hurricanes Gustav and Ike; delivery of deferred royalty-in-kind (RIK) oil; and solicitation of new RIK deliveries in spring 2009.
