Brian J. Payne's Fishing a Borderless Sea reflects the growing attention given by scholars to the history of relations between fishermen and threatened marine ecosystems. Specifically, Payne relates the "informal codes of conduct" that regulated the behavior of Canadian bait fishermen with the treaties that defined trade between fishermen in Canada and the United States (p. xvi). Payne successfully demonstrates that bait fishermen created a system of trade that sustained nineteenth-century herring fisheries in the Canadian Maritimes.
