After some heavy-duty wrangling between its two coalition partners, the Social Democrats and the Greens, the German government on March 31 agreed on the details for the EU emissions trading directive's implementation in Germany. According to the so called Nationaler Allokationsplan (NAP, National Allocation Plan) put forward by environment minister Juergen Trittin, German industry has to reduce its carbon dioxide (CO_2) emissions by about 2.2% by 2007. Nevertheless some industrial sectors get generous exemptions from that requirement, especially steel, concrete and glass.
