Member States Share Industry Qualms On REACH, Report Shows

Member state concerns over the EU's draft chemicals legislation so far largely converge with industry's, a report to the March 2 Environment Council shows. The long-awaited progress report on the proposed regulation for registering, evaluating and authorising chemicals (REACH), from the Irish presidency, indicates that member state negotiators will revisit provisions on low-tonnage substances, volume thresholds, articles containing chemicals and the planned chemicals agency. All national delegations still had "general scrutiny reservations on the proposal as a whole," the report, dated February 25, said.
