The European Commission has this week launched infringement procedures against eight countries who have failed to notify their allocation plans (NAPs) for the second phase of the European Emissions Trading Scheme. Portugal, Hungary, the Czech Republic, Denmark, Austria, Slovenia, Italy and Spain have all been sent first warning letters for their failures to submit plans for the period between 2008-2012, due to be submitted by the end of June. The plans are meant to give details of the amounts of CO_2 industries covered by the scheme are allowed to emit and allocation rules.
