European Commission Approves Polish Carbon Permit Allocation Plan With Changes

A Polish plan to allocate up to 405 million free carbon allowances between 2013 and 2020 to power plants participating in the European Union's Emissions Trading System (ETS) can go ahead if amendments are made, the European Commission said in a decision published July 13. The Commission said that, in a number of cases, Poland could not link planned investment in new fossil-fuel based generation capacity to the granting of free carbon allowances, but could hand out the allowances to new plants only "after admissible modernization investments have been realized."
