Test before tax, says industry

The European Commission should produce proposals to create assessment tests for economic instruments, according to industry packaging group EUROPEN (the European Organisation for Packaging and the Environment). This idea is supported by the European Environment Agency and the Organisation for Economic Co-operation and Development.
