Only one per cent of EU industry at risk of carbon leakage, expert tells MEPs

A climate expert has slammed the recent EU decision to award free CO_2 allowances to some 164 industrial sectors to prevent them relocating outside the EU, saying that even in the worst case scenario, only one per cent of EU emissions was at risk of moving abroad.rnSpeaking at a workshop in the European Parliament on 18 November, Michael Grubb from research network Climate Strategies said that "default free allocation is not the solution to carbon leakage" and that instead it introduced the risk of windfall profits.
