MEPs in bid to block carbon leakage list

A cross-party group of MEPs is drafting a resolution aimed at blocking a European Commission decision establishing a list of sectors subject to carbon leakage - potential losses caused by having to buy emissions trading certificates and comply with restrictions when competitors abroad do not. Sectors listed would receive emissions rights for free.rnThe European Parliament and Council are currently examining the draft decision under the three-month scrutiny procedure and have to clear or block the measure by the end of November.
