Setting up a recycling fund could improve the UK's much maligned packaging recovery note (PRN) system, according to Paul Van Danzig, managing director of major UK compliance scheme Wastepack.rnHe said that in spite of the criticism of the scheme, and threats of alteration or abandonment, it was actually relatively simple, one of the cheapest in Europe and successful - meeting all packaging targets.rnHowever, the problem was that the PRN scheme was not very transparent, there was little reporting with no statutory requirement and the PRN became little more than a commodity. In addition the scheme was voluntary (reprocessors did not have to take part) and the role of the local authority was almost non-existent.
