Wastepack, the second largest compliance scheme for the UK packaging waste regulations, has published proposals designed to ensure that the UK recycles enough household packaging to comply with its obligations under the European packaging directive. The most significant suggestion in its plan to meet the gap in recycling performance that can only be met by domestic waste recycling schemes is the creation of packaging waste collection notes (PCNs) as a way of proving compliance as well as PRNs (packaging recovery notes).
