Commission cracks the legal whip over environmental failings

The European Commission last week issued a flurry of warning letters, reasoned opinions and referrals to the European Court of Justice (ECJ) in the latest legal crackdown on member states for environmental failings.rnWarning letters are the first stage in infringement proceedings, which the Commission follows up with a second and final warning, the reasoned opinion, if the response is unsatisfactory. If that still fails to bring a recalcitrant member state into line then the Commission refers it to the ECJ.
