Commission suggests early auctioning of ETS allowances

In a bid to smooth the transition between phase II and III of the EU's emission trading scheme (ETS), the European Commission has suggested an early auction of some 120 million carbon allowances (EUAs). The allowances could be sold as of next year to prepare for the trading period 2013-2020. The proposal, announced on 15 March, has been submitted to the Climate Change committee of member state representatives. A decision on the issue is expected by the summer.
