Planned end-of-waste criteria for recovered paper could be blocked if the European Parliament adopts a cross-party motion to veto it. Parliament's Environment, Public Health and Food Safety Committee is due to vote on the motion at next week's meeting and, if as seems likely given the cross-party support, it is approved on 5 November, then it goes to the full house in Strasbourg plenary later in the month. Parliament then needs to approve it by a majority of all MEPs, so by at least 384 votes (half of the total 766 MEPs plus one), however many are in the chamber voting.
