Regional Greenhouse Gas Initiative Completes Auction Of Carbon Allowances

ALBANY, N.Y.-The Regional Greenhouse Gas Initiative completed its second auction of carbon dioxide allowances Dec. 17, offering allowances for emissions of 31.5 million tons of carbon dioxide.rnThe clearing price for each allowance, the actual number of allowances sold, and the number of bidders participating in the auction will be announced Dec. 19. Allowances in the first RGGI auction sold for $3.07 each. RGGI maintained a minimum reserve price of $1.86 for the second auction but will determine whether the minimum reserve price should be adjusted before the next auction to reflect the cost of allowances in the secondary market.rnUnder RGGI, emissions in 10 states will be capped at 188 million tons for each year from 2009 through 2014. Emissions will then be reduced by 2.5 percent per year over the next four years.
