Three New Treatment Plants, Upgrades Expected To Help Mitigate Tijuana Sewage

SAN DIEGO-The San Diego City Council voted Dec. 9 to declare a "continued state of emergency regarding the discharge of raw sewage from Tijuana, Mexico," for the 15th consecutive year, but new infrastructure is coming online to address the problem.rnThree plants for treating Tijuana sewage are set to begin operations in the upcoming year, according to Oscar Romo, coastal training program director for the National Oceanic and Atmospheric Administration.rnIn addition, the U.S. Section of the International Boundary Water Commission Nov. 13 awarded an $88 million contract to upgrade its South Bay International Wastewater Treatment Plant at San Ysidro, Calif., to secondary treatment capacity. The plant currently treats 25 million gallons a day of raw sewage from Mexico, flowing north via the Tijuana River, to primary standards before discharge at a three-mile outfall off Imperial Beach, Calif.
