摘要

The International Maritime Organization Dec. 8 said that it will unveil its plans to regulate and limit greenhouse gas emissions from international sea transport next year, and it called on the United Nations to allow it to be the sole body working on regulating such emissions.rnWhen the Kyoto Protocol was drafted in 1997, it gave responsibility for regulating greenhouse gas emissions from international sea and maritime transport to IMO and the International Civil Aviation Organization, respectively. But after little movement on those fronts, parties to the U.N. Framework Convention on Climate Change (UNFCCC) voted earlier this year to work on their own proposals for regulating the two sectors, collectively known as "bunker fuels."rnIMO said international maritime emissions account for 2.7 percent of the world's greenhouse anthropogenic carbon dioxide production, making it the world's largest unregulated source of emissions.
