Environmental groups called on Midwestern governors Sept. 8 to adopt energy policies aimed at combating climate change and to support the development of a regional cap-and-trade program for greenhouse gases, as outlined in a framework accord two years ago.rnThe Midwestern Governors Association will hold a "jobs and energy summit" in Detroit Oct. 6 and 7, culminating in the signing of what it calls a Jobs Platform and Energy Infrastructure Accord and the unveiling of a Midwestern Energy Roadmap. The road map is a follow-up document to an energy security and climate stewardship platform adopted in 2007 (38 ER 2450, 11/16/07).
