LOS ANGELES—The California Air Resources Board on June 13 released a new "alternatives analysis" of its plan for reducing greenhouse gas emissions, issued in response to a court order. The 120-page document supports CARB's contention that the economywide emissions cap-and-trade program the state hopes to launch in 2012, along with other measures, is the best strategy for achieving the reductions required under the Global Warming Solutions Act of 2006 (A.B. 32).
