The House passed a bill Sept. 13 to fund the federal government through the next six months, including provisions to prevent the Agriculture Department from enrolling new farmlands, ranches, and wetlands into existing conservation programs and to prevent the Energy Department from using funds to enforce efficiency standards for incandescent light bulbs.
