Ecology Department Approves Wharf Project For Submarine Base With Offset Fee Program

The Washington Department of Ecology has issued a water quality certification for a $331 million explosives-handling wharf at a U.S. Navy submarine base with the condition that the Navy use a new, in-lieu fee program to offset environmental impacts of the project.
