U.S. Navy did not violate National Environmental Policy Act regulations in signing contract for construction of undersea warfare training range before issuing record of decision for range operation, because: (1) regulations only prohibit taking actions before issuing ROD that would have adverse environmental impact or limit choices of reasonable alternatives for those actions, (2) Navy signed construction contract after issuing ROD for construction, and (3) NEPA does not require authorization of all phases of project in single ROD.
