OMB Gets Rule on Interpreting Phrase On Criteria for Listing Species as Endangered

The U.S. Fish and Wildlife Service has sent to the White House Office of Management and Budget a final rule on policy for interpreting the Endangered Species Act phrase "significant portion of its range" in determining whether to protect a species as endangered or threatened under the act. The law says a species can be listed for protection if it is threatened "throughout all or a significant portion of its range," leaving it to the Fish and Wildlife Service and the NOAA Fisheries Service to determine the meaning of the phrase in their administration of the law.
