PPROBLEM TO BE SOLVED: To provide a phrase extraction rule generation device, a phrase extraction rule generation method and a program, capable of learning extraction rules for accurately classifying phrases by class, even if learning data includes semantically similar classes or other classes. PSOLUTION: The phrase extraction rule generation device 2 is for generating a phrase extraction rule for extracting a particular class of phrases, from learning data including feature quantities and class information. The phrase extraction rule generation device 2 includes a feature space conversion unit 20 for converting the feature space of the learning data by means of definitions of each class set beforehand by feature value types and feature value weights assigned to the respective feature value types, and an extraction rule learning unit 21 for learning the phrase extraction rule from the learning data whose feature space has been converted by the feature space conversion unit 20.
