Reductions in enforcement resources and a lack of detail on greenhouse gas regulations are among the concerns groups raised in comments on the Environmental Protection Agency's draft strategic plan for fiscal years 2014-2018. While they generally agreed with the five broad principles in the strategic plan, many groups said the plan didn't provide enough detail about how the agency would achieve those goals or list specific statutory or regulatory steps it would take to achieve them.
