Cuomo Will Work With Other States to Link North American Cap-and-Trade Programs

Cuomo (D) will work with other states in the Regional Greenhouse Gas Initiative to consider linking up with cap-and-trade plans in California, Quebec and Ontario, the governor said Oct. 8.
