Two Workshops were conducted in the West, one in Whitefish, Montana, (July 8-9,1993) which sought a consensus on the outlook for trade and transportation (including U.S./Canadian border crossings) in the Northwest; and one in Tucson, Arizona, (July 23-24, 1993) seeking a consensus outlook for trade and transportation (including U.S./Mexico border crossings) in the Southwest. The two Workshops differed markedly in both focus and format, a reflection of differences in perspectives, problems and opportunities in these two economic regions. These perspectives are presented in the report.
